The standard is applicable across a range of operating temperatures for bulk shipments (including tank trucks, tank cargo vessels, and barges) of denatured fuel ethanol with concentrations between 95% and 99%, which includes permitted denaturants such as natural gasoline, gasoline blend stocks, and unleaded gasoline. It also applies to denatured fuel ethanol at 99% purity or higher, containing less than 1% of any denaturant.
