IEC 63338:2024 is concerned with the reutilization and reassignment of secondary lithium-ion and nickel-metal hydride cells and batteries following their removal from the initial market application (referred to as “relevant cells and batteries” herein).
IEC 63338:2024 prohibits the reutilization or reassignment of individual cells or cell modules unless battery life traceability data is documented. Refer to Clause 4 for more information. Swappable batteries, like those found in e-scooters, are typically replaced by users (for instance, for charging) without undergoing a safety evaluation (such as a battery life traceability data assessment) as part of their intended use, which is not deemed as reutilization or reassignment. This standard does not address the reutilization or reassignment of system components. Manufacturers can be contacted to verify the suitability of components for reutilization or reassignment.
The main objective of this document is to offer fundamental guidance on the environmental considerations related to the reutilization and reassignment of relevant cells and batteries; basic advice on safety hazards associated with their reutilization and reassignment; basic guidance on the original manufacturer’s warning regarding the suitability of a product for reutilization or reassignment; and pertinent information about reutilization and reassignment practices, as well as relevant regulations and standards for cells and batteries, to interested stakeholders.
